INSAIT and the National Audit Office Launch an AI-Powered Public Procurement Audit Platform

The technology has the potential to make audits up to four times faster

Today in Sofia, INSAIT – the Institute for Computer Science, Artificial Intelligence and Technology at Sofia University “St. Kliment Ohridski” – and the Bulgarian National Audit Office launched Odis, an intelligent AI assistant designed to support public procurement auditors. The pilot project was unveiled during the “Artificial Intelligence and IT Audit in Safeguarding of the Public Resources” conference, organized by the National Audit Office.

The event was attended by Prime Minister Rosen Zhelyazkov, Deputy Prime Minister Tomislav Donchev, Minister of e-Government Valentin Mundrov, President of the National Audit Office Dimitar Glavchev, and INSAIT’s Executive Director Borislav Petrov.

The platform assists auditors in assessing the legality and transparency of public procurement procedures using publicly available data from the Electronic Public Procurement Platform (EOP). Odis leverages INSAIT’s AI model, BgGPT, to automatically extract, structure, and summarize information. This makes the audit process more efficient, accurate, and transparent, while reducing administrative burdens and allowing auditors to focus on analytical and expert tasks.

Odis has the potential to shorten the audit time for a single procurement procedure from four days to just one, significantly increasing auditors’ capacity. The platform features an intuitive interface that enables users to receive responses to predefined control templates, ask questions about the contents of attached documentation, review contracts for inconsistencies, and verify the sources of generated information.

Odis operates on GPUs located at Sofia Tech Park and within BRAIN++, Bulgaria’s national AI factory – a joint project between INSAIT and Sofia Tech Park that attracted €90 million in investment this year. This ensures that all data remain within Bulgaria’s territory.

INSAIT is actively collaborating with other Bulgarian public institutions to implement AI-driven solutions aimed at improving administrative processes, increasing efficiency, and delivering higher-quality public services to citizens. The initiative also marks an important step toward ensuring national sovereignty in the field of artificial intelligence.
